По случаю Дня России 1 июня с.г. Генконсульство России в Карачи провело прием для представителей общественно-политических кругов, местного бизнес сообщества, ведущих СМИ и консульского корпуса Карачи. Почетными гостями мероприятия были спикер Законодательной ассамблеи провинции Синд Ага Сирадж Дуррани, старший министр образования и грамотности правительства провинции Синд Нисар Ахмед Кхуро, министр культуры и образования провинции Синд Шармила Фаруки, министр по делам провинции Синд Хазар Хан Биджрани, комиссар Карачи Асиф Хайдер Шах, командующий флотом Пакистана вице-адмирал Саед Арифулла Хуссейни и председатель Правления порта Карачи вице-адмирал Шафкат Джавед.

В своей речи на приеме Генеральный консул России в Карачи О.Н. Авдеев обрисовал текущее состояние и перспективы российско-пакистанских отношений. В выступлении спикера Законодательной ассамблеи провинции Синд А.С.Дуррани подчеркивалась важность развития отношений с Россией в различных областях.

По местной традиции почетные гости и Генконсул разрезали праздничный торт.

По случаю Дня России вышел специальный выпуск журнала «Ambassador», в котором нашли освещение вопросы российско-пакистанского взаимодействия, а также наиболее значимые события российской политики.

For each and every Russian national the Day of Russia celebrated on the 12th of June symbolizes the core values which have been defined and nurtured through thousand years of its recorded history – a sense of fairness to all, equality, empathy for the downtrodden and oppressed. These are, undeniably, noble ideas which provide guidance in every sphere of our life. More than once Russia was destined to play the role of saviour in crucial moments of history, which shielded peoples of Europe and Asia from annihilation. The country was reborn again and again to stand up as the bulwark against the nefarious designs of evil forces which threatened the very existence of civilization. Glorious past and promising future combined into a strong source of inspiration for my countrymen.

The multi-ethnic Russia with its strong allegiance to universal democratic values, human rights, civil liberties and the rule of law has undergone tremendous transformation in recent years and emerged as a force to reckon with. Blessed with large territory and natural wealth the country is on the march to a more prosperous and certain future. Her people are confident that despite the current attempts to weaken Russia she will withstand all the odds only to become much stronger. Resilience of the Russian economy in the face of western sanctions just adds support to this confidence.

Of late the global community has been witnessing the resurgence of robust foreign policy of Russia which is aimed at restoring the supremacy of the United Nations, eliminating double standards and ensuring justice in international relations. Russia’s diplomacy proceeds from the indisputable premise that each country, irrespective of its size and influence, has a say in the affairs of the global community and must not be subjected to pressure from outside while conducting its foreign policy. It is only people who enjoy the democratic right to choose leaders of their country and the choice must not be forcibly imposed upon them. Also, no country should assign to itself the right to be the sole interpreter of international law. These principles form a common ground for cooperation and coordination of efforts in the global context between Russia and like-minded countries, including Pakistan.

A closer look at salient aspects of Russia-Pakistan relationship shows that the latest trends and developments within the bilateral framework are very encouraging. It is a matter of satisfaction that for Moscow and Islamabad the period stretching since last June has been productive on many counts. On the political plane last July there was a crucial meeting of the leaders of the two countries - the President Vladimir Putin of Russia and the Prime-Minister Nawaz Sharif of Pakistan - in the city of Ufa in Russia during the SCO summit. Their interaction instilled a sense of purpose and direction into the bilateral engagement. This led to tangible advances in the economic sphere. The signing last October of a two-billion contract for the construction of a “North-South” LNG pipeline from Karachi to Lahore with Russian assistance is a case in point and is going to be a big step towards Pakistan’s self-sufficiency in energy. The prospects of widening the scope of bilateral trade became much more distinct after the Russia-Pakistan Investment Forum and the 4-th session of the bilateral Commission on trade and economy, science and technology both of which took place in Islamabad last November.

A breakthrough visit to Moscow and Saint-Petersburg last September of a trade delegation from Karachi, headed by Mr. S.M.Munir, Chief Executive Officer of The Trade Development Authority of Pakistan, discovered new exciting opportunities for business links with Russian counterparts. A current follow-up trip of Mr.S.M.Munir with a group of businessmen to Tatarstan and Bashkortostan , two industrially developed regions of Russia, promises to open new vistas for bilateral trade as it may be also conducive to establishing cooperation between the regions of both the countries. It would be pertinent to mention here that during the visits of the Russian Ambassador to Pakistan H.E.Mr. A.Y.Dedov and myself to Quetta and Karachi late last year the prospects of such cooperation were also discussed with the leaders of the Sindh and Balochistan provinces. I am confident that the visit to Karachi of the gubernatorial delegation from Saint-Petersburg, the second largest city of Russia, expected later this year will be a milestone on the route to building closer ties between this Russian city and the Sindh province.

A recent visit to Karachi in May of a business delegation from Russia sponsored by the Russia-Pakistan Business Council should also be highlighted. The members of the delegation had useful B-to-B meetings and also explored the opportunities for a single country exhibition on Russia to be held here at a later date.

Of course, Russia-Pakistan bilateral cooperation goes beyond the traditional spheres of trade and economy. Political dialogue between Moscow and Islamabad on various global and regional issues has become a regular item on the annual bilateral agenda and is reflective of mutual interest in bringing stability into international affairs.

The recent contacts between the anti-narcotics agencies and the military establishments of both the countries targeted the twin threats of narcotics and terrorism in the region. With this aim in view the joint Naval exercises in the Arabian sea last December were successfully conducted.

This glimpse of the bilateral activities gives a broad idea of what has been achieved and what is yet to be done in order to render the cooperation between Russia and Pakistan more meaningful. As is evident, both the countries are proceeding steadily towards closer and mutually beneficial cooperation on a number of fronts which augurs well for the future of the region and the world.

On the Day of Russia I invite the people of Pakistan to join us in rejoicing over this festive occasion.

THE DAY OF RUSSIA

The National Day of the Russian Federation - the Day of Russia. 26 years ago - on June 12, 1990 the “Declaration of State Sovereignty of Russia” was proclaimed. On this day we traditionally honor our homeland - a country with a thousand-year history and rich heritage. This holiday symbolizes the common destiny of our people, who have lived in peace and harmony for centuries, and sincerely love their homeland, which is the common home for people of different ethnic groups and faiths.

For me personally and for the majority of Russians this holiday, first of all, is a matter of pride for our own country and belief in its fine present and great future. It is a part of our history with all its difficult, sometimes dramatic pages.

Over the years, Russia has undergone fundamental changes in political, economic and social spheres. Our country is firmly pursuing a policy of developing and strengthening democracy, civil society, respect for human rights and freedoms.

We overcame the difficulties of establishment of market economy and strengthening our statehood with confidence and dignity. Today we are implementing ambitious goals of scientific and technological modernization of our country, realizing deep reforms in various fields. Today Russia is a mighty industrial superpower, with major scientific and technological, industrial and military potential. Whatever problems we are facing now or might run into in the future, we are able to deal with them completely, adequately counter any security threat.

Despite the anti-Russian sanctions imposed by Western countries and countersanctions of Russia we can state that many positive side effects are still there for the Russian economy. Our producers received momentum for self-development; additional employment opportunities have been created, whereas national economy became less dependent on not so reliable foreign partners.

The support to local producers as the main task of the import substitution policy is being fulfilled successfully. And if in foreseeable future the present conditions for the local producers in our country will remain the same, Russia will keep the status of not only powerful but also a flourishing nation.

Russia implements and will continue to implement a balanced, pragmatic and proactive foreign policy aimed at building just and democratic world order, ensuring peace, strategic stability, equal and indivisible security. Our policy is based on the willingness to engage in equitable dialogue with all those who seek it. As was emphasized by President of Russia Mr. Vladimir Putin: “Under no circumstances and under no pressure will we change our independent foreign policy, as it meets the vital interests of our people and is in line with the efforts to ensure global security and stability.” We are interested in further development of cooperation with all partners in the West and in the East and will participate in elaboration of collective solutions to global and regional problems.

On 1st of May Russia and Pakistan celebrated the 68th anniversary of diplomatic relations. Our countries are bound by strong ties of friendship, cooperation and mutual understanding based on mutual respect and partnership, desire for multifaceted and equal cooperation. Russia is actively committed to further promotion of political dialogue with Pakistan, which is in the interests of peace and security of the region.

Russia attaches great importance to its relations with Pakistan, particularly taking into account the latter’s influence in South and South-Western Asia, which directly border southern frontiers of the CIS, and in the Muslim World, bearing in mind its significant role in the war against international terrorism. Our countries have been effectively and constructively cooperating within the UN and other international organizations.

We see a lot of promising opportunities in the economic field, in energy sector. We intend to diversify trade and investment contacts, to improve the legal framework of our relations, to expand tourist exchanges. Russian business circles are ready to implement mutually beneficial projects and the outcomes of the last session of the Russian-Pakistani Intergovernmental Commission on Trade and Economic, Science and Technology in December 2015 clearly demonstrated that mutual interest and atmosphere of trust. A huge potential for economic cooperation we possess has yet to be fulfilled. Combined efforts on all levels are needed to give a new impetus to the development of economic cooperation.

Moscow supports promotion of humanitarian relations with Islamabad, especially in the fields of education, science and culture that are to be filled with concrete projects.

68-years of diplomatic relations between Russia and Pakistan, though sometimes complex, were rich, eventful and unique. Today we are witnessing its upward movement. Russia highly values its partnership with Pakistan and is committed to pursuing stronger friendship and long-term cooperation with Pakistan.

I would like to extend my congratulations to all our numerous friends in this country and express my sincere gratitude to them for their feelings of friendship and gestures of support the Russian Embassy in Pakistan has invariably received throughout the history of our diplomatic relations.
